In light of the creation of structures for systemic monitoring of public policies, as well as for their evaluation, a large number of civil servants will obtain new tasks which they have not encountered before. The aim of this Manual is to help civil servants to properly perform M&E tasks by providing information about the elements and structure of these processes, and the role of different actors.
