Further integration of forecasting, monitoring and evaluation in the design and implementation of active labor market policies

The objective of the IPA 2011 project “Further integration of forecasting, monitoring and evaluation in the design and implementation of active labor market policies and adjustment of national classification of occupations to ISCO 08 standards” is to improve the impact of Serbian employment policy, to embed forecasting, monitoring and evaluation in the design and implementation of active labour market policies.

The project has three components:

Component 1: Forecasting, monitoring and evaluation – the tools for evidence based employment policy creation

The overall objective of component 1 is twofold:

to assist the improvement of methodologies for forecasting, monitoring and evaluation and to assist the surveys conducted

to obtain and use the evidence (results of the above mentioned surveys) needed for planning employment policies (for the NEAPs and for the sake of operational planning in the NES)

Component 2: Assisting preparation of the NEAP

The overall objective of component 2 is to assist the development of the employment policy framework and preparation of the NEAP for 2014 and the NEAP for 2015 – on the basis of labour market and monitoring evidence, in line with the EU priorities for employment policies and on the basis of evaluation of effectiveness of the previous NEAPs.

Component 3: Adjustment of national classification of occupations to ISCO 08 standards

The overall objective of component 3 is to produce about 2 400 descriptions of occupations in line with the ISCO 08 requirements.

The project is funded by the European Union, managed by the Delegation of the European Union in Serbia and implemented by HD ECG in consortium with Pole Emploi, EPRD Policy and Development and FREN. The beneficiary institutions are the Ministry for Employment, Labour and Social Policy and the National Employment Service. The implementation phase of the project began in November 2012 and will last until September 2014.
